NLAi Immigration Services is an immigration consulting practice based in Kelowna, British Columbia. It was founded by Norman (Mengnie) Luo, a Regulated Canadian Immigration Consultant licensed by the College of Immigration and Citizenship Consultants (CICC Licence #R511472). Norman’s practice spans federal programs administered by Immigration, Refugees and Citizenship Canada (IRCC), labour-market cases through Employment and Social Development Canada (ESDC), and provincial nominee programs in British Columbia and other provinces across Canada. He also holds the RCIC-IRB designation, which authorizes him to represent clients before the Immigration and Refugee Board of Canada.
Geography is not a limiting factor for our clients. While NLAi is headquartered in Kelowna, BC, we work with clients across Canada and internationally, including throughout Asia Pacific, the Middle East, and Europe.
Our Founder: Norman Luo, RCIC-IRB
Norman Luo came to Canada from China nearly thirty years ago. What struck him was not the scenery first but the people: Canadians who said what they meant, a public system that treated ordinary people with care, and an education system that sets out to shape a person rather than simply credential one. The mountains and rivers he grew into later. He has spent the years since making this country his own.
He also learned how hard the road can be. He watched newcomers act on bad information, and watched some of them be taken advantage of by people who should not have been trusted. He saw Canada’s blind spots as well, including an insistence on “Canadian experience” that can quietly write off expertise someone spent decades building somewhere else. That is much of why he does this work. He wants his own crossing to be useful to the people making theirs, and he would rather a newcomer arrive understanding this country than merely admitted to it.
He began by helping international students, and that work went well beyond paperwork: choosing a school and a program, then getting a student ready for an unfamiliar classroom culture, an unfamiliar social one, and a Canadian winter. He stayed with many of them through graduation, first jobs, and eventually permanent residence. The practice grew from there to cover the full range of cases — economic immigration, family sponsorship, humanitarian and compassionate applications, and refugee claims. Someone arrives — alone or with family — uncertain of what’s ahead, and NLAi stays with them through it: settling in, building a career, reuniting with the people who couldn’t come at first, and eventually reaching permanent residence and citizenship. Watching that whole arc, from uncertain newcomer to someone who has simply built a life here, has never worn off.
Norman has been a licensed Regulated Canadian Immigration Consultant since June 2014, first under the Immigration Consultants of Canada Regulatory Council (ICCRC), the profession’s regulator at the time, and since November 2021 under the College of Immigration and Citizenship Consultants (CICC), which replaced ICCRC under federal legislation that year. When the College introduced the RCIC-IRB licence class in 2022, he was among the first consultants accredited in it. He practises in English, Mandarin, and Cantonese.

Common Questions
Is NLAi licensed to give immigration advice in Canada?
Yes. Under Canadian law, only a licensed RCIC, a lawyer in good standing with a provincial law society, or a Quebec notary may charge for immigration advice or representation. Norman Luo holds CICC Licence #R511472.
What does the RCIC-IRB designation add?
A standard RCIC licence covers applications to IRCC and ESDC. The RCIC-IRB class additionally authorizes the consultant to represent clients before the Immigration and Refugee Board of Canada, which handles detention reviews, admissibility hearings, refugee claims, and sponsorship appeals.
Do I have to be in Kelowna to work with NLAi?
No. Most of our communication happens over video calls, phone, and email, and your file moves through a secure digital document workflow — wherever you are. Many client files run for years, from a first work or study permit through to permanent residence and citizenship, without ever requiring an in-person meeting. For clients in Kelowna and the Okanagan who prefer to meet in person, our office is open for that too.
What languages do you work in?
English, Mandarin, and Cantonese.
